Moisturiser is used to seal the moisture. You need serum to tackle dryness. Get hyaluronic acid (use in damp face) and niacinamide serum and at last moisturiser. I would suggest CeraVe ko blue wala moisturiser.

Cerave or Cetaphil like non-perfumed medicated moisturizers work best for south asian skin types. Try not to wash your face with strong soaps and face washes. Use mild cleanser once daily before bed. Moisturize at least twice a day (once in the morning and once before sleeping) and use sunscreen before going out. Don’t bathe or wash your face with super hot or super cold water. Both have their detrimental effect on skin. If the given products exacerbates your dryness, stop using it and see a dermatologist. I know us Nepali men like to go rough on our skin, showing it love only helps in long run.
