310 is VAT included, you have to pay vehicle registration tax (3500 around for 125 cc) and third party insurance (1800). Other costs may be helmet etc. Otherwise no other cost will be there.

Bluebook renew 400 hola, Road tax 3000 upto 125cc, interest chahi 1st year full gara then sakesi 3rd party garda huncha (bluebook and tax tirda tey will ask for insurance), servicing 5-6 time free huncha not sure but mobil pay garnu parcha.
3.1 lakhs ma ta VAT sab include hunu parney ho. Registration and bluebook ko chahi tinru parcha. why dont you go to honda showroom and ask. maybe deal ma kei paisa kam garna sakcha.
