There has been no extensive scientific study done in regards to who came when and from where exactly. So, we can’t say for sure.
And I find it funny how this ” we are the first or the native” narrative has been hijacked by certain groups to claim ethnic superiority.
Now, if we take into consideration the present territory of Nepal, then the Bhojpuri/Maithili people are the earliest inhabitants of Nepal.
The gangetic plain is one of the earliest and continuously inhabited regions in the world. People have been living in the region for a very long long time.
So, it suffices to say that maithili people were the earliest ethnic group in Nepal.

Kirat people were migrants from Tibet so not even they were ethnic to Nepal though.
Goapal Yadavs were the earliest group to settle in Nepal.

This is Tibetan before it’s meltdown around late 9th century. Similarly Sikkim state used to occupy big chunk of today’s eastern Nepal. And there was Khas State in West. Till early 20th century, indeed till 1960 the term Nepal was used for primarily Kathmandu valley.
The world you’re witnessing is post-1945 phenomena otherwise, India is basically big chunk of British India. Never in any Vedic, or any histories there was a land, called it Bharat, Hindustan or whatever, that was as big of land as present India.
There was once a Great Britain, now if Scotland secedes then it will be tiny British or few Islands. So, before exploring the concepts of identities, do understand the political histories that provide definitions as such. If a big war breaks out in the world, then who knows, how new demarcations of borders will happen. China and India is sure to breakdown in multiple parts, if they become victorious, then future of Nepal is in doubt.
To understand the concept of identities and nation, just read Ukraine history and present unfolding events. Crimea and Donbash is gone, Russia ain’t giving it back.

Historically the state governing Kathmandu valley is known as Nepal. So it must be the kirantis. Also khas people became Nepali only after khas king PN shah conquered Nepal. Before there were various khas kingdoms stretching from gorkha to Kashmir mostly present day India and western Nepal.
