Now, if we take into consideration the present territory of Nepal, then the Bhojpuri/Maithili people are the earliest inhabitants of Nepal.
The gangetic plain is one of the earliest and continuously inhabited regions in the world. People have been living in the region for a very long long time.
So, it suffices to say that maithili people were the earliest ethnic group in Nepal.

Historically the state governing Kathmandu valley is known as Nepal. So it must be the kirantis. Also khas people became Nepali only after khas king PN shah conquered Nepal. Before there were various khas kingdoms stretching from gorkha to Kashmir mostly present day India and western Nepal.
