There is a page called something like “Animal Rights Nepal”. You can report there. But Nepal ma Animal rights ko lagi proper law nabhako karan le garda kheri it is really hard. But at least you can try.
Collect some other people and talk with him
Put a complain in organisations working for animals.
Can’t do much about it. If possible xa vaney ownership afai lina khoja. Nepal ma tw animal marekai case ma ni severe punishment hudaina. Actual issue ho.

Perhaps taking a help from the one’s that are working for animal rights will do justice to the poor fur baby.
Go to kitchen take out a snife and ring the bell of your neighbor’s door. And you know exactly what to do after that.
