You can not pay or receive money Paypal-to-Paypal using a Nepali Paypal account. AFAIK, the “paypal.me” feature that you are referring to is limited to the US only (could have expanded but certainly not Nepal). The only way is through wire transfer or some other money transfer firms (people used to use Wise but I think its banned currently).
If you are talking about making payments through paypal for some online service that offers paypal as a payment option then its easily possible. Just get a Dollar card made through any bank you currently have a account on (there is a thread somewhere in the subreddit about the best value Dollar Card in Nepal) and link it to your paypal account and you should be able to use paypal to pay for most online services.
