Did Mahanagar underestimated the number of illegal constructions in kathmandu? were they prepared interms of resouces required? Or they are falling into a trap because of their underestimation.
Thori hola vanera suru garyo but aba fell into the trap that they cant get out. Because now if mahanagar cannot destroy the remaining illegal constructions the ones whose constructions were destroyed will not leave them.
