I live in a residential area in Kathmandu. It’s relatively quiet except now there’s a bastard restaurant that plays live music every evening. Don’t restaurants require a permit and consent to do so?

I’m not 100% sure, but there is a bylaw which says they need to stop playing loud music after 8 or something like that.
I think you need to talk to your ward office about it. They are surprisingly helpful in these kind of things.

you can call the police but they probably have permits from the local police by bribing them. no official permits, but the police will not do anything.
Call the cops or call 100 and tell them about location and alm details. After 9 pm all restaurant are to stop the music and close it after 10 pm.
