For Top Tier universities, not possible for the timeline (as they do early application which will end by Nov-Dec 2023 for the Fall 2024 session) since you mentioned not yet starting with GRE, IELTS (GRE has been made optional in most universities through 2024, so do confirm with USEF Nepal).
For mid tier universities, you have hope as they do take applications during Jan-Feb-March 2024 for Fall 2024.

Maile pani assistantship liyera masters complete gareko ho, tara it is different for me because I finished my Bachelors here in the US. There are things you can do to improve your chances though.
