Cause the daddies took em all
There is shortage because there is literally low stocks available in the market. Traders can easily import sugar from india, but there is very high tax on the import of sugar so thay the government can subsidise local sugar industry. This subsidy is necessary because industries are made to pqy almost 50-60% more to farmers for sugar as per prices set for sugarcane by the government as compared to anywhere in the world. These high prices for sugarcane is necessary because the sugarcane yield is very low in Nepal compared to anywhere else in the world, as the government dictates which breeds can be used by sugarcane farmers and the government is still using varieties which are 10-20 years old. Also, salt trading is exempt from import duties on sugar (which makes me wonder why is salt trading’s sugar still Rs 98/kg, given that there is no duty for them, they should sell it for around 75-80).
Now, traders have the ability to import sugar, but if they do they cant sell it for below Rs 140/kg to ensure that everyone in the supply chain makes an acceptable level of profit. But if they sell it for Rs 140, vanijya vibhag and several other govt institutions will label them as profiteers, hoarders, black marketeers etc. They will conduct numerous raids to show their “work” and harass all the traders. So the traders don’t want to import at the moment.
This is why there is a shortage of sugar in Nepal. This is why there is always a shortage of sugar in Nepal around dashai-tihar. Because our government and bureaucrats are absolute nincompoops who only know how to harass people.
from what i hear, the government is selling it for 98 at wholesale and wants it to be sold at 110 in retail. The retailers dont want to sell it at 110 saying it wont be profitable for them. So they’re not selling it at all.

This is because there was a shut down of most of the Nepali industry among which was the sugar factory that was one of the most profitable but due to covid the production was down and also to make the imported sugars prices high. Now, since the Indian government has banned the export of essential goods to other countries the shortage has occurred and those who are selling this has been raided and have been taken to custody so every pasalay(Shopkeeper) are being wary and not providing any if they do have some since the chances of someone slipping up is them going to jail tight in time for Dashain.

TLDR; government fucked up the sugar factories by not helping them during the pandemic, helped the importers instead and India block their export and today’s situation
to increase the price
