I have’nt done it myself but I think paying via dollar card would itself activate AWS account. If they ask for verification, for personal account you have to upload your passport.
Just follow the steps you get while registering to aws and make sure you have a dollar card and $1 balance in it. It was like normal website for me. I have aws account active.
