Getting stamp from Ministry of Foreign Affairs

I need to get stamp in my cousin brother’s birth certificate. He in Europe and he needs birth certificate with stamp from foreign affairs. The document is genuine. So, what are the procedure to get that. Do I have to book an appointment online or I can directly go to the office. what are other procedures and do I have to bring any other documents?
