Today when I was travelling through ring road two separate person got on the bus and asked for money showing something like this. Is this legal and allowed ? I have seen several with what seems to be legal document made by the government with the seal of the government.

M done, for me, they dont need help, atleast not monetary. If they want help and nag me, I will ask a few questions, give them meal if it sounds good. If they want to be at a better place, that will take care of them, I will call the authority for them, but not dropping a dime in the hands that are spread infront of me ever again.
