Yes, it is currently working without MDMS registration. But if you have someone returning from abroad I would suggest registering. My parents recently returned from the US, so I used their passport to register. It took like 6-8 hours for them to approve and I didn’t have to pay anything.
Yes, it works with Ncell without registration, but if it requires an e sim, then you have to go through some type of process at a NTC office.
