Why weren’t madhesis historically allowed in Nepal army?

Historically madhesis were not allowed to join in Nepal army until fairly recently. I heard from many old people that before panchayat kaal there was a system of visa equivalent(Pre-approval) for them to even enter kathmandu valley, their own country.
