It is 100% possible abroad. In Nepal, migration certificate is the hurdle. However, at Tu, you can submit migration before the final exam of your last semester and not during your admission. I dont know about other universities. Regarding the quality of education, by becoming a part-time masters student in both programs, you won’t be making anything special with your degree. Sometimes, you may even fail some exams due to lack of attention. If you only want to boast that you have 2 masters, it should be fine. Anyway, that’s what everyone does in Nepal.
