Make the dropout official in IOE and your college. Then they will return all your certificates
I did the same was in your situation before so there are two things.
If you will study in TU again no need to do anything.
If you don’t want to study the best method is to visit thr exam controllee office kritipur then fill a form I think it costs around 1k or 1500 and then once you submit they’ll search your registration file and give you the certificate.
