Extra charges for receiving items via post office

My friend living in China would like to send a box of few items such as varieties of food(that you don’t get here), a pair of shoe and few clothes. Sending it through the post office, does the import charge be less if i send it to cities outside Kathmandu because I have been to the post office in Kathmandu and they charge like 30-45% on import duties and extra charges. I read it here a person did not had to open their parcel and the charge was also very less. Has anyone received items from abroad who are living outside Kathmandu. Would be really helpful if you could share your experience and the extra import charges on them.
