Scholarships for Bachelor Studies in Nepal

I had applied for scholarships through an advertisement I found on my Facebook’s feed, it took an exam and called for interview. I gave the interview and now they are giving me deadlines on scholarships. Every colleges I have visited have said that their seats are almost full and the classes will begin very soon. How do these organizations run? Are they just stating these in order to have me admitted as soon as possible?

How can classes start if the entrance exam (CSIT) itself hasn’t been conducted? Do you guys have theories regarding this?

And also, how can I get scholarships in Nepalese college, in the very first semester?
