This reminds me of a famous saying among indian saints.
“आप स्वप्न पुरुष नहीं हो। आप तो स्वप्न द्रष्टा हो।”
You’re not the person in the dream (while dreaming, we do feel like we are the person in the dream). But when you wake up, you realize that You’re the witness of the dream.
The same can be applied to the waking state.
We witness the thoughts in our mind, BUT we do have the sense that we are consciously thinking those thoughts.
If you observe closely, you realize that those thoughts automatically come from somewhere and you have the intellectual choice to either entertain that thought, or ignore it.
So now it seems like you’re the intellect that decides what to think. But that theory can be debunked because you’re witnessing that intellect in play.
If we keep questioning the real nature of Me/I/Us, we will reach the point where we realize that we are the existence-consciousness-bliss or Sat-Chit-Ananda.
We are the reality in which all our sense experience and thought experience is projected.
Then u are a witness.

Neither but also both.
