In Nepal, QR payments are popular, but there’s a problem. Why doesn’t Nepal have a single QR code that can accept any payment method for free? For example, if I want to use the NIC mobile app to pay, but the merchant has a Nepal bank QR code, I have to pay an extra 15 Rupees. Isn’t this unfair when the bank has already charged for internet and mobile banking? It’s inconvenient to have many different payment apps.

You don’t have to pay extra when the seller has a merchant QR code. You pay NPR 10 extra on top of the amount due when the seller only has a personal QR code. Most sellers only have personal QR code.

I think nepal government came up with policy of some sort to decrease the number of online wallets, basically encouraging them to go into merger. Apparently there are 30 such wallets (my memory is fuzzy regarding the details).
Main player network is Fonepay and NepalPay, and Fonepay has quite large market by long margin because of first mover. Lots of Bank transaction/software are created by F1 Soft (Fonepay parent company actually ), so Bank provided mobile app is actually runs on top of Fonepay network for QR transaction. There is two QR, merchant and personal. You have probably scanned the personal QR which is directly tied to personal bank so the transaction is interbank transaction on top of fonepay network, so the charge. If you have scanned the merchant QR, there will be no charge (in most of the cases).
There is, Fonepay, SmartQR and NepalPay but digital awareness is a problem.

if merchant have fonepay or smartqr or nepalqr, there is no extra charge. if they are using personal qr, there is standard charge as per connectips or fonepay.
also fonepay is expensive af. use connectips for interbank transfer.
