Buying blue plate vehicles in Nepal

I am new to car flipping business here in Nepal and I have found that embassies auction their blue plate vehicles which is excellent in condition and very less kilometers driven. I want to convert blue plate number plate to private car and I’m also ready to pay all the taxes. Has anybody done this before and anybody know the procedure of doing so?
